   myspace, facebook, purevolume
   make some flyers, hand them out all over town, play some free shows if you can.

   get in touch with other bands/singers in your city, promote and book some shows in which you can perform

   The way things go today, the best way to get noticed is to put a song on YOUtube. If you don't sing, find a good singer and let him learn your best music. Take a video, (doesn't seem to matter how bad the video is) and put it on YOUtube.
